other بازخوانی بنیان‌های حکمرانی خوب در قرآن کریم با محوریت داستان ذوالقرنین تخصصي Special پژوهشي Research <i><span dir="RTL" lang="AR-SA" style="font-size:10.0pt"><span style="line-height:115%"><span style="font-family:IRBadr">حکمرانی خوب به معنای مدیریت عادلانه، مسئولانه و اثربخش جامعه است که با تحقق عدالت اجتماعی، ارتقای رفاه عمومی و مبارزه با فساد، زمینه‌ساز ثبات و امنیت پایدار می‌گردد. اهمیت پژوهش حاضر در آن است که با تکیه بر قرآن کریم، الگوهای عینی حکمرانی مطلوب را بررسی و چارچوبی برای تبیین اصول رهبری الهی ارائه می‌دهد. هدف اصلی، واکاوی ویژگی‌ها و مأموریت‌های ذوالقرنین به‌عنوان نمونه‌ای برجسته از حکمرانی قرآنی است. این پژوهش با روش توصیفی-تحلیلی و مبتنی بر مطالعه اسنادی قرآن و تفاسیر معتبر، به شیوه‌ای نظام‌مند آیات مرتبط با ذوالقرنین در سوره کهف را شناسایی و تحلیل محتوایی کرده است. یافته‌ها نشان می‌دهد که ذوالقرنین دارای ویژگی‌هایی چون ایمان و توکل به خدا، حکمت و تدبیر، قاطعیت همراه با رأفت، فروتنی و عدالت‌ورزی بوده و مأموریت‌های او شامل برقراری عدالت، مبارزه با فساد، حضور میدانی، جلب مشارکت عمومی، عمران و آبادانی و تقویت توان دفاعی جامعه است. الگوی به‌دست‌آمده از این داستان، تصویری نظام‌مند از حکمرانی مطلوب بر پایه وحی ترسیم می‌کند که هم بر مشروعیت الهی و اقتدار حکیمانه استوار است و هم مشارکت مردم و بهره‌گیری بهینه از منابع را در اولویت قرار می‌دهد. این مطالعه نشان می‌دهد که بازخوانی عمیق داستان ذوالقرنین می‌تواند الگویی راهبردی و کاربردی برای رهبران معاصر جهان اسلام در جهت تحقق حکمرانی عادلانه و کارآمد مبتنی بر ارزش‌های الهی فراهم سازد</span></span></span><span style="font-size:11.0pt"><span style="line-height:115%"><span style="font-family:IRBadr">.</span></span></span></i> <b><i><span style="font-size:8.0pt"><span style="line-height:115%"><span style="font-family:&quot;Times New Roman&quot;,&quot;serif&quot;">Good governance refers to the just, responsible, and effective management of society&mdash;one that fosters social justice, promotes public welfare, combats corruption, and ultimately secures lasting stability and security. The significance of the present study lies in its Qur&rsquo;an-based approach to identifying concrete models of desirable governance and offering a framework for articulating the principles of divine leadership. The main objective is to examine the characteristics and missions of Dhul-Qarnayn as an outstanding exemplar of Qur&rsquo;anic governance. Using a descriptive&ndash;analytical method and drawing on documentary study of the Qur&rsquo;an and authoritative exegetical sources, this research systematically identifies and conducts a content analysis of the verses related to Dhul-Qarnayn in Surah Kahf. The findings indicate that Dhul-Qarnayn embodies qualities such as faith and trust in Allah the Alkmighty, wisdom and prudence, resoluteness tempered by compassion, humility, and a commitment to justice. His missions include establishing justice, combating corruption, maintaining a direct on-the-ground presence, mobilizing public participation, promoting development and prosperity, and enhancing the community&rsquo;s defensive capacity. The governance model extracted from this narrative presents a systematic image of ideal governance grounded in revelation&mdash;one that rests on divine legitimacy and wise authority while prioritizing public participation and the optimal use of resources. The study demonstrates that a deep rereading of the narrative of Dhul-Qarnayn can offer a strategic and practical model for contemporary leaders in the Islamic world seeking to realize just and efficient governance rooted in divine values.</span></span></span></i></b> ذوالقرنین, سوره کهف, حکمرانی خوب, رهبری الهی, الگوی حکمرانی قرآنی.
